The Iowa Precinct Atlas Consortium (IPAC) is an e-pollbook tool that is owned and governed by it’s 76 member counties. IPAC’s goal is to provide an efficient and compliant election process for the voters of Iowa.
OUR STORY
The IPAC software and program was developed in 2008 under the guidance and direction of a former county auditor after witnessing their county’s Precinct Election Officials (PEOs) struggle with enforcing the new election law which allowed Election Day voter registration (EDR). It was decided to develop an in-house e-pollbook software program to assist the PEOs with processing all types of voters on Election Day and Precinct Atlas was created.
The software was first used for a special election in 2009. Appropriate procedures for each voter casting a ballot using complex election laws are provided that determines a voter’s eligibility, the correct polling location, update to their address and/or name, Election Day registrations, and furnishing provisional ballots, if necessary. It was in 2013 when the Iowa Precinct Atlas Consortium (IPAC) was formed through 28E agreements between counties to provide organizational structure and to purchase license distribution rights from the original county. IPAC is currently operational in seventy-six (76) counties at the extent and discretion of the County Auditor.
The IPAC program has been supported by ISAC since January 1, 2018.
