Emergency
Management in Iowa
Emergency management has changed a lot in recent years. This panel, made up
of a state Emergency Management official, a state legislator, a county
emergency management director, and a county supervisor, will advise county
officials on where they need to be as far as their county emergency
management efforts. They will also provide examples of innovative, low-cost
ways that some counties are meeting the state and federal mandates. One
topic that is sure to come up is the legislative proposal to allow local
emergency management commissions to directly levy property taxes.
Controlling Unemployment Costs
Controlling unemployment costs is everyone's job. Whether you
are a front line road supervisor or managing employees at the
county courthouse, it is critical to understand the unemployment
insurance process. That understanding can help significantly
reduce unemployment costs for the whole organization. A
representative from TALX will review this process and explain
how they assist employers in controlling these costs. The
presentation will also examine common separation reasons and the
employer’s burden of proof in these cases. The presentation

Preparing for
Retirement
What responsibility do you, as an employer, have for helping employees
prepare for retirement? Will IPERS be enough to sustain your workers’
lifestyle in retirement? What can you do to help? The Iowa State
Association of Counties has asked representatives of Nationwide Retirement
Solutions to give a presentation on the types of programs that you, as an
employer, might offer employees – programs that can enhance their benefits
and reduce your costs. ISAC proudly sponsors Nationwide’s services for
public employees.
Is TIF Working?
ISAC has long been interested in property tax issues, mainly because
property taxes make up nearly half the revenue sources for county budgets
statewide. In the last decade urban renewal areas and Tax Increment
Financing (TIF) have become a much more significant part of the property tax
discussion. And while cities and counties largely agree on local government
finance issues, TIF is one area where their
interests diverge. This seminar will explore recent changes in TIF law. It
will also review examples of where TIF is and isn’t working as planned, and
discuss the public policy issues that surround TIF. Confirmed panelists
