Job Bill Update: FMAP Extension Stalls Again

Keep Contacting Members of Congress on the Importance of Extending FMAP Relief. The U.S. Senate failed on Thursday, June 24 to muster enough votes for a jobless benefits bill that included a provision to extend an enhanced federal medical assistance percentage (FMAP) Medicaid matching rate for states for six months. The bill includes a pared-back provision to extend higher Medicaid reimbursement for the states, to $16 billion from $24 billion. However, a procedural vote to end a filibuster was 57-41, three votes short of what was needed to advance the bill. The U.S. House of Representatives stripped out a 6-month extension of the enhanced FMAP from its version of the bill last month as it worked to bring down the cost of the legislation. The latest Senate version of the jobs bill would phase out the enhanced FMAP rate during the course of the six month extension. Iowa’s federal FMAP matching rate would drop beginning January 2011 and return to the original match rate on July 1, 2011. It is vital that Congress pass the FMAP extension to help Iowa counties continue meeting the needs of individuals with mental illness or developmental disabilities.
