Smart Planning

The smart planning bills, SSB 3096 and its companion, HSB 592, have been through the House and Senate Rebuild Iowa subcommittees and are on their way to the full committees.  The bills establish 10 smart planning principles that local governments may apply during planning, zoning, development, and resource management decisions.  The bills also establish a task force consisting of 27 voting members that include the Executive Director of ISAC or a designee, and three county representatives appointed by the Governor.  ISAC is registered undecided on the bills.
