ACTION REQUIRED! LOST-TIF

Time is running out to either repeal or amend the local option sales tax - tax increment financing (LOST-TIF) scheme that passed in the standings bill two years ago.  The LOST-TIF puts the county tax increment from sales tax income at risk of being diverted to a city’s TIF district.

The bill, HF 502, that is in Local Government in the Senate will die in the second funnel if it does not move out of committee by Friday, March 5. Please contact your Senators and ask them to do what they can to move HF 502 out of Local Government.  If the bill does not move by County Day at the Capitol next Thursday, March 4, ask your Senators to do what they can to get the bill reassigned to Ways and Means. 

The two bills that are alive on the House side are both in Ways and Means and, therefore, are funnel proof.  The compromise bill, SF 461, passed the Senate last year without dissenting vote.  A new bill introduced this year, HF 2347, repeals the LOST-TIF.  Representative Paul Shomshor (D-Pottawattamie) is the chair of the House Ways and Means committee and the LOST-TIF legislation originated from Council Bluffs.  He has assigned HF 2347 to a subcommittee comprised of him, Representative Mike Reasoner (D-Union) and Representative Nick Wagner (R- Linn).  Please contact your Representatives and encourage them to do what they can to get either of these bills moving in House Ways and Means.
