  Building and Energy Codes in your Community Survey  
     
 

Dear County Official,

The Iowa State Association of Counties in conjunction with the Iowa Department of Public Safety and the Commission on Energy Efficiency Standards and Practices is requesting information regarding building and energy codes in your community. Even if your community does not have any type of building code in place we ask you to please fill out the survey. ISAC would like 100% participation in this survey. We thank you very much for your time.

Important information for you to know:

·       Counties in Iowa are authorized by state law to adopt and enforce building codes, although they are NOT required to do so.

·       During the 2008 legislative session a bill was passed that increased the scope of the state energy code (that is a part of the State Building Code). The State Energy Code now applies to all construction projects of buildings intended for human occupancy, except for renovation and remodeling of one and two family residences.

·       To ISAC’s best understanding at this time a county is NOT required to enforce the new requirements of the state energy code unless they currently have some sort of enforcement mechanism already in place for building code compliance. Counties are authorized to enforce the State Energy Code if they choose to do so.
